Tom Grier, who is handling parking logistics, said employees will be picked up at the National Guard armory at 1303 Homer Road, across from Southeast Tech, or near the street at the JC Penney-Econofood lot near Goodview. Vans will run to campus from 7:15 to 8:15 a.m. and return from 4:15 to 5:15 p.m.

    WINONA, Minn., Sept. 5, 2000 -- Police posted placards on 11 city blocks east of Winona State University's McCown Gym, warning the streets will be reserved for police vehicles Wednesday for the funeral of fallen state trooper Ted Foss. Barricades will go up at 7 a.m., Wednesday, three hours before the funeral begins in McCown. Seven-hundred to 1,000 uniformed police are expected, said Don Walski, deputy police chief.     WINONA, Minn., Sept. 4, 2000 -- No ill feelings are held against Apple computers by Winona State University because of snafus that delayed the delivery of iBooks to dozens of students who had already paid for them, Vice President Joe Whetstone said. "Apple has been very cooperative in efforts to promote the iBook and assist WSU in the laptop university concept," Whetstone said. He blamed the attorney general's office for holding up a leasing agreement that delayed shipping. Whetstone said he's pleased with Apple's work to solve the problem. "We are confident that this partnership will continue," he said.

    WINONA, Minn., Sept. 4, 2000 -- Chemistry students at Saint Mary's University have two sophisticated new instruments. A Varian Saturn 2000 gas chromatograph-mass spectrometer and a Fourier-Transform nuclear magnetic resonance spectrometer upgrade by Anasazi are in place. The instruments were purchased with a $124,000 National Science Foundation grant submitted by profs Dennis Gravert and James Vogel.



    WSU security chief: Toilet peeping not sex crime

    WINONA, Minn., Sept. 4, 2000 - A peeping-tom incident in a Phelps Hall women's bathroom at Winona State was not classified as a sex crime in university records, said security chief Don Walski. He said the offense didn't meet the sexual offense classification criteria of the federal Campus Security Act, which requires crimes to be categorized for an annual report. "These types of incidents are categorized in several different ways depending on the circumstances," Walski said. Had the person been apprehended he would of been charged with a crime such as invasion of privacy or disorderly conduct. "It's unfortunate that a perverted action such as this doesn't warrant a stiffer penalty," Walski said.

    Apple iBooks en route; refunds to be issued

    WINONA, Minn., Sept. 3, 2000 -- Winona State University students who were billed for Apple laptops but didn't get them in time will be given a prorated refund, Vice President Joe Whetstone said. He said the Apple iBooks, delayed because of financing problems, will be shipped this coming week. The problem, he said, was with the state attorney general's office. Students pay $1,000 a year, billed with tuition, to lease the units. Whetstone acknowledged "concern among students" about the no-shows. Also, there had been angry calls from parents. "In recent weeks, problems developed with the language in the financing arrangement between Apple Finance and the State of Minnesota attorney general's office," he said. At 5 p.m., Friday, a financing deal with Apple was worked out.

    WINONA, Minn., Sept. 3, 2000 -- Rumors that a dozen rapes occurred at Winona State University late in the summer originated in frosh orientation workshops, according to people who tracked down the reports. "In encouraging students to be security-conscious, a presenter projected that a campus this size could have eight to 12 unreported incidents a year," a source said. "It got twisted from there." Image-conscious university Vice President Cal Winbush tried quelling the rumors Friday, issuing a statement categorically denying that any rapes had been reported on campus. While Winbush was technically correct, one sexual incident, although not rape, occurred on campus in July. Also, two women reported being sexually assaulted over the summer -- one two blocks from campus, the other five blocks from campus.

    WINONA, Minn., Sept. 3, 2000 -- A 22-year-old neighborhood man was arrested tampering with a car at Wabasha and Washington streets a couple blocks from Winona State University, police said. The arrest, at 2:14 a.m. came as police were patrolling for whoever had been breaking into parked cars in the campus neighborhood.

    Lourdes guards stop auto break-in

    WINONA, Min. Sept. 1, 2000 -- Campus security guards nabbed a 16-year-old taking items from a parked car before dawn at Howard and Gould streets near the old College of St. Teresa campus. Police were called and took the youth to jail. Besides a car stereo, a cell phone and CDs, the youth had a pliers, screwdriver and ahmmer, police said.

    ST. PAUL, Minn., Sept. 1, 2000 -- Until sunset Wednesday, flags on state buildings will fly at half staff to honor state trooper Ted Foss, who was killed in a traffic accident Thursday, Gov. Jesse Ventura ordered. Foss was the seventh trooper killed in the line of duty in the 70-year history of the State Patrol. The funeral is Wednesday at Winona State University.

Canceled are weight-training, water safety, swimming and racquetball classes.     WINONA, Minn., Sept. 1, 2000 -- Personal safety at the Winona State University campus was misrepresented by Vice President Cal Winbush in a campus-wide e-mail memo, critics said. The memo stated correctly that, contrary to rumors, there have been no rapes on campus in recent months. Winbush overlooked a voyeur with a mirror in a women's restroom on July 31 and minimized the threat represented by two assaults near campus. The crimes all are unsolved. About the false rumors of a dozen or so campus rapes in recent weeks, librarian Russ Dennison said there technically may have been no rapes on campus, but considering the voyeur incident and the nearby rape and attempted rape, he added: "I am not sure that the rumor is entirely false."

    Over the past several weeks, a rumor has been circulating through the campus community concerning safety and security. As I understand it, the rumor indicates that 8 to 12 sexual assaults have occurred on campus over the past several weeks. After reviewing the matter with the WSU Director of Security, I have determined that the facts are as follows:

    • Over the past few months, the only documented incidents in the City of Winona were one reported sexual assault and one attempted assault; both incidents were reported off campus.
    • Over the past few months, there have been no reports of sexual assault or attempted assault on our campus.
    Therefore, this rumor is completely false.

    Winona State University continually monitors local crime and the impact it could have on our campus community. In conjunction with the Winona Police Department, we take every step possible to ensure the safety of all students, faculty, and staff.

    WSU enjoys a safe environment, and our Campus Security Department works diligently to maintain the highest level of safety and security possible. We encourage you to participate in this effort. Especially during the evening hours, we encourage you to follow routine safety practices as you deem necessary. For example, call WSU Security (457-5555) for an escort, never walk alone, walk only on well-lit streets and sidewalks, and be aware of your surroundings.     Lightning disables WSU phones

    WINONA, Minn., Sept. 1, 2000 -- A lightning strike at Winona State University disrupted phone service about 1:20 p.m. Joanne Rosczyk, campus phone chief, said the bolt apparently skipped through surge protectors and affected trunks carrying local and some long-distance incoming calls. "Callers are hearing busy signals about half the time," Rosczyk said.

    WINONA, Minn., Sept. 1, 2000 -- A Saint Mary's University student, John Marshall, reported his car, a 1988 Dodge Diplomat, stolen from campus. Marshall, of St. Paul, Minn., discovered the car missing about 3:30 p.m.

    WINONA, Minn., Sept. 1, 2000 -- An experimental partnership between the CyberIndee and Winona State University campus radio station KQAL over the summer was a success and will continue, said Jon Pike, KQ news director. Pike said CyberIndee news stories add a strong campus flavor to the station's "Dateline at Noon" and 6 p.m. "Dateline Winona." He likened the Indee to "a campus wire service." John Vivian, CyberIndee editor, said the partnership opens the way to greater audience feedback for the work of student reporters.



    Humidity jams WSU photocopiers

    WINONA, Minn., Sept. 1, 2000 -- Extreme humidity the past couple days slowed photocopying at Winona State University. "The paper is the culprit," said Sandy Schmitt, campus purchasing director. Her advice: Keep dehumidifiers and air-conditioners running day and night with windows and doors closed. Also, because paper absorbs moisture, leave reams wrapped as long as possible before using, Schmitt said.

    State Patrol Cpl. Ted Foss, 35, had stopped a car for speeding on Interstate 90 when a truck plowed into his patrol car and the stopped vehicle Monday afternoon. He died outright.

University President Darrell Krueger the family asked for the gym to accommodate an expected 1,000 police officers from around the country and the public. Tentative time: 10:30 a.m. Some classes have been shifted to accommodate the service. Some parking lots will be reserved for mourners.

    Missoula kids' theater group coming to SMU

    WINONA, Minn., Sept. 1, 2000 -- The Missoula Children's Theater will be at Saint Mary's University in March to choose 50 grade-schoolers for parts in a March 23-24 performances of a musical adaptation of Lewis Carroll;s "Alice in Woinderlandland." Auditions are March 19. The SMU children's theater series this year also includes "Come Back, Amelia Bedella," a comedy about a literal-minded maid, on April 3.



    WSU plans 100-car lot at sports fields

    WINONA, Minn., Sept. 1, 2000 -- Winona State University is eyeing more land along the Soo Line tracks for parking. About 100 places are possible next to the football and baseball fields, said Dick Lande, who heads the university physical plant. Negotiations for the property is under way, he said. This fall parking lots opened for 250 cars on land acquired over the pasty year at the southeast end of the campus.
